Technical Operations includes the maintenance, repair and overhaul of our aircraft. This includes aircraft maintenance technicians, engineers, planners, ground equipment and facilities teams, supply chain teams and more.
Job overview and responsibilities
The Quality Assurance Team currently has an opening for a Regulatory Programs and Internal Quality Assurance Manager. This position manages the Regulatory Programs and Internal Quality Assurance team within Technical Services. Validates compliance with regulatory and industry standards and programs, assures corrective actions for noncompliance, and identifies opportunities to improve organizational policies, procedures, and processes. Conducts effectiveness verification of corrective action commitments associated with Voluntary Disclosers, Compliance Actions and other high profile investigations. Responsible for conducting system / process evaluations within Technical Operations organizations that support the maintenance schedule including Engineering, Aircraft Records, Quality Control, TOMC, Maintenance Programs, Supply Chain, Base/Line Planning, Organization Delegation Authority, etc. Provides oversight and approval of Engineering Services Providers and Owner / Operator part manufactures. Coordinates preparation and on-site support for internal and external audits (IEP, IOSA, DOD, etc) of Technical Operations.
Internal and External Audits:
Conduct surveillance of engineering, maintenance and related activities to assure compliance with applicable UA and regulatory requirements.
Develop audit schedules based on performance data that measure the effectiveness of United’s maintenance, engineering, and inspection programs
Track accomplishment of the performance of internal / external evaluation audits
Assure appropriate corrective actions are initiated when unacceptable quality levels or non-compliance with procedural or regulatory requirements are identified.
Generate, analyze, and present audit & investigation findings and trends for department and senior management.
Performs investigations of internal and vendor regulatory, or UA procedural non-compliance
Develops reports and makes presentations on Internal / vendor Audit Summaries; Continuous Analysis and Surveillance Systems and on other relevant subjects
Provides measured input for the processing of FAA Letters of Investigation and Voluntary Self-Disclosures.
Integrate SMS principles into surveillance activities including identification of hazards of high safety and regulatory compliance risks
Investigation of Non-Compliance Internal and External Issues/Events
Conduct investigations by:
Interviewing relevant personnel
Utilize analytical information tools such as databases and UA maintenance software
Analyze and identify actions to mitigate risk
Obtaining objective evidence
Validating root cause(s), corrective and preventative actions
Collaborate with relevant organizations to finalize conclusions
Secure commitments as required from affected organizations and departments
Create final investigation report
Creates charts, graphs, and presentations to communicate relevant information
Continuous analysis of operational, safety, and compliance risk assessments/trends from Quality Assurance programs
B. S. Degree.in Aviation or Engineering, OR 4 equivalent years of technical operations experience
Minimum of 1 year of leadership experience with direct reports
Minimum of 5 years of experience in maintenance, engineering or inspection of heavy commercial aircraft
FAA A&P License OR 4 equivalent years of technical operations experience
Strong interpersonal, communication, and presentation skills.
Working knowledge of pertinent Code of Federal Regulations and Company Manuals / Requirements.
Familiar with engineering documents, drawings, AMM's, IPCs, WDMs, etc.
Proficiency in Microsoft Office Applications and analytic platforms(i.e.Spotfire) and demonstrated experience with ability to learn Company / Department IT Platforms.
Thorough understanding of quality assurance management principles, FAA 14CFR air requirements and the proven skills to implement quality assurance management systems
Must be legally authorized to work in the United States for any employer without sponsorship
Reliable, punctual attendance is an essential function of the position
Masters Degree in business or in a technical field or three years in maintenance management
3 years of experience as a manager in a quality field
10 years of experience in maintenance, engineering or inspection of heavy commercial aircraft
American Society of Quality or other relevant certification
